Associé de recherche
À titre d’associé de recherche de chercheur au CESA, Paul Nantulya effectue des recherches et élabore des analyses sur les questions contemporaines de sécurité en Afrique. Ses domaines d’expertise comprennent la politique etrangere de la Chine, les relations Chine/Afrique, les partenariats africaines avec l’Asie du Sud-Est, et les regions des Grands-Lacs, de l’Afrique australe et de l’est.
Avant de rejoindre le CESA, M. Nantulya a servi de conseiller technique régional sur le Soudan du Sud pour Catholic Relief Services (CRS) de 2009 à 2011, où il était chargé de l’atténuation des crises pour le gouvernement du Soudan du Sud, notamment la rédaction des analyses politiques pour le Ministère de la paix et la mise en œuvre de l’Accord de paix global. Entre 2005 et 2009, M. Nantulya était gestionnaire de gouvernance de CRS/Soudan à Juba, où il était responsable de la coordination de la capacité d’assistance technique pour le Bureau du Président sur l’établissement de systèmes fonctionnels de gouvernements étatiques et locaux.
Nantulya a également travaillé pour le le Centre africain pour pour la résolution constructive des conflits (ACCORD) basé en Afrique du Sud où il a coordonné la participation d’ACCORD dans la Conférence Internationale sur le développement en Afrique de Tokyo, le plus important forum sur les relations Japon-Afrique.. En outre, il a fait partie de l’équipe d’ACCORD qui a travaillé avec le Président Nelson Mandela sur le processus de paix d’Arusha au Burundi (1999–2001), le président Thabo Mbeki et le vice-président Jacob Zuma sur les pourparlers de cessez-le (2001–03), le président Ketumile Masire sur le dialogue inter-congolais (2002), et le Dr Nicholas Haysom sur le processus de paix au Soudan (2002–03).
M. Nantulya est titulaire d’une licence en relations internationales de l’United States International University à Nairobi, au Kenya, d’un certificat en Japonais du Japan Africa Interchange Institute à Nairobi, et d’une maîtrise en défense et d’études stratégiques de Missouri State University à Springfield, Missouri aux États-Unis.
