The Nduma Defence of Congo (NDC) and its offshoot, the NDC-Renove (NCD-R), are among the oldest armed groups in Eastern Congo, one of more than a hundred that operate in the region. After its 2008 creation, it grew into the group with the largest territorial control in the region. The NDC eventually served as a proxy for Congolese and Rwandan forces, notably in fighting the FDLR. It also set up governance structures, including taxation systems, a police force, and means to control mining revenues and trade. These security governance structures will need to be purged of corrupt leaders and patronage networks.

While the insurgency in Mozambique’s Cabo Delgado grows increasingly violent, the unpoliced coastline of Northern Mozambique allows for the trafficking of hundreds of millions of dollars of heroin. The ruling Frelimo party reportedly pockets at least of $100 million of revenue from this trade each year. Efforts to combat the insurgents, who doubt that the government’s deals for natural gas exploitation will benefit all citizens have stalled, worsened by heavy handed tactics of government forces and their allied Russian and South African mercenaries. A better understanding of the dynamics at play, along with a recognition that criminalized power structures seek to protect themselves, will be required to craft adequate responses to the violence.

Nigeria faces a plethora of security challenges ranging from violent extremism, to farmer-herder conflict, banditry, a revived secessionist movement, police repression, piracy, and attacks on oil infrastructure, among others. In this roundtable discussion, experts representing diplomatic, scholarly, and practitioner perspectives discuss the links between these security challenges and Nigeria’s patronage-based state institutions. Key themes were the need to rethink the structure of the Nigerian state, identify means of strengthening national identity, harness the aspirations of youth to advance governance reform, create more accountability within the security services, and avoid the militarization of every security challenge.
