Urbanization and governance shape the political economy of heroin trafficking in Southern and East Africa. Case studies of heroin trafficking dynamics in capital cities, port towns, interior hubs, and border communities suggest that counter-trafficking efforts should strengthen cross-border intelligence sharing, combat government corruption, consider local communities, address the role of informal transport systems in the narcotics trade, and mitigate the drug trade’s role in fueling violence.

Climate-dependent livelihoods in West African countries have been under increasing pressure due to climate change. As a result, the growing need for alternate sources of income has spurred an expansion of the illicit economy and predatory behavior from criminal organizations. West Africa is, thus, facing a dual challenge to both mitigate climate impacts on regions that are conflict prone as well as address structural issues such as poor governance and limited state authority in large swathes of the region.

Surveys and interviews conducted in South Kivu examine the roles of the Armed Forces of the DRC (FARDC), MONUSCO, as well as NGOs and local militias in facilitating lasting peace. While MONUSCO has assisted the FARDC in stemming the militia threat, Congolese do not see a future for the mission in their communities and express frustration at what they perceive as inadequate responses to their security concerns. Many in conflict-stricken areas see the state as the principal security provider, despite considerable reservations about the FARDC. Phasing out MONUSCO and ensuring continued decentralization through local elections would strengthen the legitimacy of the state and its security forces and promote accountable governance.
