Youth are disproportionately at risk from extremism, particularly in situations where they have little to lose. In northern Mozambique, poverty, unemployment, low levels of participation in governance and the lack of inclusive development stand out. The Islamist insurgency in northern Mozambique has gained some traction due to its members’ promises of material benefits such as food, employment, and community. It is critical that youth be actively engaged by local officials on a continual basis.

This webinar addresses the strategic interests that African security sector leaders have to make rule of law part of their plans, projects, and day-to-day work, both within security sector institutions and vis-à-vis the populations they serve. It discusses several core elements of rule of law to clarify what it is in principle and as a process. It examines how integrating rule of law into efforts to counter security threats—whether from violent extremism, conflict, and transnational organized crime, and across land, maritime, and cyber domains—can enhance the security sector’s effectiveness in the long run.

Community-based security groups are emerging in African cities in response to rising crime and overstretched police forces. Experience from Abidjan shows that collaboration with the police, avoiding coercive tactics, and retaining citizen oversight councils are key to the effectiveness of these groups.

Despite much speculation about the connection between Africa’s militant Islamist groups and organized crime, there is very little evidence of convergence between the two. Rather, connections tend to be limited to militant Islamist groups taxing criminals’ enterprises in exchange for safe passage. Even for those who may be more involved in the illicit economy, it’s important to understand why—are they doing it for profit only or for other purposes, such as to fund governance and/or public services for the communities they control. These distinctions have important implications for how best to tackle self-described militant Islamist groups.
