
African defense and security institutions face complex, adaptive threats that demand not only tactical proficiency but also a strong professional military ethos. Legitimacy, accountability, and adherence to the rule of law are decisive advantages against armed non‑state groups and other destabilizing actors. Institutionalizing professionalism—from ethical leadership and merit‑based personnel systems to effective civil–military relations and compliance with international humanitarian law—helps forces maintain public trust, improve operational effectiveness, and deter abuses that feed insurgency and extremism.
The Africa Center for Strategic Studies’ Military Professionalism portfolio provides practical knowledge, skills, and guidance to enable African defense and security leaders to build and sustain professional standards across the force. Through interactive webinars, bilateral engagements, focused regional workshops, toolkits, and educational curricula, the program equips practitioners to strengthen ethical leadership, institutional accountability, and operational discipline. Specifically, the our work aims to:
- Enhance awareness of professional military ethics, civil–military relations, and the strategic importance of legitimacy and accountability.
- Support and educate defense and security leaders in translating military professionalism into practice (e.g., doctrine, training, promotion systems, and leader development).
- Facilitate the identification of reforms that are cost‑effective and context‑specific—such as clear codes of conduct, transparent personnel management, strengthened NCO corps, and effective oversight mechanisms.
