Colonel Charles BAKAHUMURA has been promoted to the rank of Brigadier General and appointed Chief of Military Intelligence for the Uganda People’s Defence Force (UPDF). He previously served as the UPDF’s Chief of Personnel. General Bakahumura attended the Next Generation of African Military Leaders course in July 2007 and served as a guest speaker at the African Executive Dialogue in November 2011.
Major General Kale KAYIHURA, the Inspector General of Police, has been promoted to the rank of Lieutenant General. General Kayihura attended Golden Spear in July 2002.
Colonel Leo KYANDA has been promoted to the rank of Brigadier General and appointed Chief of Personnel of the Uganda People’s Defense Force. He previously served as the Defense Attaché of Uganda to the United States. General Kyanda attended the Senior Leaders Seminar in June 2006.
Brigadier General James MUGIRA has been appointed to oversee the ammunition department at Luwero Industries. He previously served as the Chief of Military Intelligence for the Uganda People’s Defence Force. General Mugira attended the Senior Leaders Seminar in June 2010.
Colonel David MUHOOZI has been promoted to the rank of Brigadier General and appointed Commander of the Air Defence Unit in Nakasongola. He previously served as the Brigade Commander for the Mechanised Division in Masaka. General Muhoozi attended the Preventing Terrorism workshop in April 2011.
Major General Jim OWOYESIGIRE, the Commander of the Uganda Peoples Defence Air Force, has been promoted to the rank of Lieutenant General. General Owoyesigire attended the African Air Chiefs conference in April 2011.

Colonel Charles Bakahumura is now a published author, having recently published the paper that he authored for the Next Generation of African Military Leaders course (July 2007) on HIV/AIDS in the Ugandan military in a UN University Press book. The book, entitled “HIV/AIDS and the Security Sector in Africa,” was edited by Obijofor Aginam and Martin Rupiya, a long-time ACSS community member who facilitated the Senior Leaders Seminar in 2008.
Colonel Apollo Kasiita-Gowa has been promoted to the rank of Brigadier General and appointed Deputy Commandant of the UPDF Senior Command and Staff College in Jinja. General Kasiita-Gowa recently returned to Uganda after spending a year as a student in the South African National War College’s Defense Studies Course. He attended the “Towards Enhanced Conflict Management in Central Africa” workshop in 2004 and serves on the Uganda Chapter’s Executive Committee.
Colonel Bernard Obola now serves as the Director for Policy and Planning for the Uganda Peoples Defence Force’s Reserve Force. He previously served as a member of the Directing Staff at the Senior Command and Staff College. Colonel Obola was Uganda’s first participant at the Next Generation of African Military Leaders Course (April 2005) and recently attended the Security Sector Reform Workshop in July 2011.
Colonel (Dr.) Ambrose Musinguzi now serves as the Deputy Chief of Operations and Training (Medical) in the Uganda Peoples Defense Force’s Office of the Chief of Operations and Training. He previously served as the Director of Public Health and Medical Training. Dr. Musinguzi attended the 2009 Health and Security Seminar.
H.E. Amama Mbabazi has been appointed Prime Minister of Uganda. He remains a Member of Parliament, retaining the seat he has held since 2003 as the representative for the Kinkiizi West consitutency in the Kunungu District. Prior to this appointment, he served as Minister for Security (February 2009–May 2011) and as Secretary General of the National Resistance Movement political party (June 2010–June 2011). Mr. Mbabazi attended two Golden Spear programs, in 2000 and 2003.
H.E. Ruth Nankabirwa has been appointed Minister of State for Fisheries, a Cabinetlevel position within the Ministry of Agriculture, Animal Industry, and Fisheries. Prior to this appointment, she served as the Minister of State of Microfinance (2009-2011) and the Minister of Defence (2001-2009). Mrs. Nankabirwa attended the Senior Leader Seminar in 2003.
Superintendant of Police Moses BINOGA has been promoted to the rank of Commissioner of Police and appointed Commissioner, Crime Intelligence Committee and Head, Anti-Human Sacrifice and Trafficking Task Force in the Uganda Police. Commissioner Binoga previously served as the Head of Training at the Uganda Police’s Counterterrorism Headquarters. He attended the East Africa Counterterrorism Seminar in November 2007 as a Senior Delegate.Defense Forum. The paper is the second in a series of research projects undertaken by the Chad Chapter. A participant in the April 2007 Next Generation of African Military Leaders Course, Major Manna submitted the report to LTC Mona Jibril of Combined Joint Task Force-Horn of Africa during the Africa Center’s July 2010 TOPS visit to N’Djamena.
Brigadier General Charles Angina has been elected a Member of Parliament representing the Uganda Peoples Defence Force. He remains Chief of Staff, Land Forces. General Angina attended the African Defense Attaché Course in 2005, while serving as the Ugandan Defense Attaché to the U.S. He is an active member of the Uganda Chapter.
Mr. Didacus Kaguta is currently pursuing an Executive Masters course in Managing Peace and Security in Africa (MPSA2) at the Institute of Peace and Security Studies, a component of the University of Addis Ababa. Mr. Kaguta continues to work full-time as the East Africa Community’s Senior Peace and Security Officer. In that capacity, he organized a meeting of the East African Partner States National Counter Terrorism Agencies from 31 March — 2 April in Dar-es-Salaam, in an effort to review the Regional Plan of Action on Counter Terrorism. Mr. Kaguta attended the Senior Leaders Seminar in 2010.
