The Evolution of Illicit Drug Markets and Drug Policy in Africa

While Africa has historically been a bastion of prohibitionist drug policy, political leaders could be moving towards enacting new, context-driven policies. Such policies would prioritize public health and human rights, ensure access to medicines (including opioids), and refocus continental drug control responses on organized criminal groups that distribute harmful substances over punishing users. Effectively reformulating continental drug policy could see Africa play a leading role in developing global drug responses that promote human security and long-term social wellbeing going forward.
