The program examines COIN strategies within the context of African security sector institutional capacity and work to identify African-driven problem-solving approaches to address conflict, violence, and instability that are having a negative impact upon the security of the state and the populace. The multinational strategy seminar examines roles and responsibilities of all elements of the security sector in COIN and develop recommended policies, procedures, and practices to improve coordination and cooperation across security sectors. The strategy workshops, focused either bilaterally (e.g., Kenya and Nigeria) or subregionally (e.g. Cameroon, Chad, Niger, and Nigeria), develop action plans for the implementation of a shared indigenous COIN strategy.
