Professeur associé de justice et d’État de droit
Dr. Catherine Lena Kelly est doyenne associée des affaires académiques et professeur de justice et d’État de droit au Centre d’études stratégiques de l’Afrique. Ses travaux portent sur les partis politiques et la démocratisation, l’État de droit et la gouvernance du secteur de la sécurité, ainsi que sur la criminalité transnationale organisée. Elle est responsable du portefeuille de l’État de droit et de la gouvernance du secteur de la sécurité, ainsi que du portefeuille de la lutte contre la criminalité transnationale organisée.
Auparavant, Dr. Kelly était conseillère au sein de la division de la recherche, de l’évaluation et de l’apprentissage de l’American Bar Association Rule of Law Initiative, où son travail sur la formation judiciaire et l’autonomisation juridique à la base l’a conduite au Burundi, en RCA, en RDC, au Mali, en Mauritanie, au Maroc, en République du Congo et au Rwanda, où elle a travaillé avec divers fonctionnaires judiciaires nationaux et locaux, des parajuristes et la société civile. Parlant couramment le français, Dr. Kelly a également conçu et donné des cours sur l’Afrique contemporaine en tant que boursière postdoctorale à Washington University à St. Louis, et sur l’Afrique de l’Ouest et les études régionales au Foreign Service Institute du Département d’État américain. Dr. Kelly a obtenu des bourses de Fulbright, du Conseil américain des sociétés savantes, de l’Association de recherche sur l’Afrique de l’Ouest, de l’Université de Harvard et du programme de langues étrangères et d’études régionales du gouvernement américain pour la langue wolof. Son livre, Party Proliferation and Political Contestation in Africa : Senegal in Comparative Perspective (Palgrave Macmillan, 2020), est basé sur 18 mois de recherches au Sénégal. Ses travaux ont été publiés dans African Security, Journal of Democracy, Comparative Politics, The Washington Post, Democracy in Africa, de nombreux volumes édités et des livres blancs de l’American Bar Association.
Dr. Kelly est titulaire d’un doctorat et d’une maîtrise en administration de l’Université de Harvard, d’un certificat d’études supérieures en politique internationale de l’Université libre de Bruxelles et d’une licence avec mention très bien de la Washington University à St Louis. Elle est membre à terme du Council on Foreign Relations.
