Reaseach analysis papers are 10 to 20 page examinations of priority security issues that provide more background and analysis than the Security Briefs yet maintain focus on generating practical findings and recommendations.
Rwanda SLS 2002 Participant is Appointed to UNOGBIS
United Nations Secretary-General Ban Ki-moon has appointed Ambassador Joseph Mutaboba of Rwanda as his Representative in Guinea-Bissau and Head of the United Nations Peacebuilding Support Office in that country (UNOGBIS). He will replace Mr. Shola Omoregie who retired on 31 December 2008 after more than 30 years of continuous service with the United Nations. As the head of UNOGBIS, Ambassador Mutaboba will be responsible for assisting the Bissau Guineans in carrying out defense/security/justice sector reforms and accompanying them in the search for security and justice in a durable development.
Ambassador Mutaboba's long and distinguished career in diplomacy and foreign affairs has prepared him well for this new post. He has managed reforms in government ministries and services in Rwanda to improve efficiency. He has also played an active role in the country’s security sector reform process, and served as the Permanent Representative of Rwanda to the United Nations from 1999 to 2001. Ambassador Mutaboba's previous postings include the Rwandan President’s Special Envoy to the Great Lakes Region; Secretary-General for the Ministries of Foreign Affairs and Internal Affairs in Rwanda; Deputy National Coordinator for Rwanda and Head of the Peace and Security thematic group in the International Conference on the Great Lakes region; and senior diplomat in Addis Ababa and Washington D.C.
Ambassador Mutaboba first joined the ACSS community in February 2002 after participating in the Senior Leader Seminar. He is one of the founding members of the Rwanda Center for Strategic Studies (aka ACSS Rwanda Chapter) and has served on its Executive Committee since its launch in September 2006. He speaks English and French, and has working knowledge in Spanish, Portuguese and Italian.
