Recent Promotions:

Brigadier General (Dr.) Richard Rutatina has been appointed Head of Military Intelligence. He previously served as the Military Advisor to President Kagame. Dr. Rutatina has attended several Africa Center programs, including the 2006 Senior Leaders Seminar, and served as a guest speaker at both the 2010 and 2011 TOPS Symposia.

Ambassador Dr. Richard Sezibera has been appointed to a five-year term as Secretary General of the East African Community. He previously served as Rwanda’s Minister of Health. Dr. Sezibera attended the Washington Policy Symposium in May 2001.
