Previous Promotions – Djibouti

Mr. Ahmed Djama Guedi – Djibouti – 27 April 2008: Following the last legislative elections, Mr. Ahmed Djama Guedi was appointed Technical Advisor to the Minister of Culture and Communications, in charge of the Postal Service and Telecommunications, and Government Spokesperson. He previously served as a Member of Parliament. In addition to his government functions, Mr. Guedi serves as the President of the Africa Center’s Djibouti Chapter (ADJIBCESA). Over the years, he has participated in numerous Golden Spear events. Most recently, he attended the Djibouti Chapter’s official launch in March 2007 and the Community Leadership Conference in September 2007.

Mr. Hassan M. Kamil – Djibouti – 7 March 2008: Mr. Hassan Kamil has recently joined the Prime Minister’s Cabinet as Technical Adviser. He previously served as Director of the Training Center for Health at the Ministry of Health. Mr. Kamil participated in the 2002 seminar on Health and Security.

Superintendant Lieutenant Colonel Mohamed Elmi Moussa – Djibouti – 31 January 2008: Superintendant Major Mohamed Elmi Moussa was promoted to the rank of Lieutenant Colonel during a promotion ceremony, held at the Next Generation of African Military Leaders Course (January-February 2008). His new epaulettes were attached by General William E. Ward, Commander of the U.S. Africa Command (AFRICOM), and Major General (ret.) Arnold Fields, Deputy Director of the Africa Center. Superintendant Lieutenant Colonel Moussa will remain in his current post of Advisor to the Military Cabinet of the President. Prior to attending the Next Generation course, he attended the East Africa Counterterrorism Seminar in November 2007.
