By Africa Center for Strategic Studies
Updated: 12/02/2011

Description

A multi-center, four-day seminar on the illicit commons, this seminar will focus primarily on the increased flow of cocaine from South America, through West and North Africa, into Europe. The seminar will leverage this case to discuss broader challenges of the illicit commons, especially the transnational security threats posed by international terrorism, varieties of illegal smuggling and trafficking, and environmental/health problems within, between, and among regions. Discussion in this conference will center on strategic responses, particularly the sharing of best practices between regions and the development of solutions among regions. Issues for discussion will include supply-and-demand dynamics; interdiction policies; anti-corruption measures; counterterrorism actions; rule of law (ROL) coordination; security sector reform (SSR); and so on.

Audience

Civil and military representatives from Africa, Latin America, the United States, and Europe.
