Shearon Jackson, the Africa Center for Strategic Studies’ lead budget analyst since 2003, has been tapped to become its director of Resource Management effective Sept. 12.
As resource manager, Ms. Jackson will manage the resource management team with responsibility for financial management, contracts, facilities, security, and human resources.
Ms. Jackson has more than 31 years of U.S. Federal service, all in the finance/resource management area of responsibility. During the span of her government career, she served seven years with the Military District of Washington, 17 years at National Defense University, and seven years at the Africa Center.
As lead budget analyst at the Africa Center, Ms. Jackson formulated its annual budget; oversaw daily fund certification; monitored commitments, obligations, and disbursements; and reviewed and adjusted financial reports in support of fiscal year close-outs.
Ms. Jackson provided technical policy and regulatory guidance to the Africa Center’s senior management, ensuring compliance with the Defense Security Cooperation Agency and Defense Finance and Accounting Service. She also was responsible for the analysis, review, and formulation of the Africa Center’s future years’ projections in support of its Program Objective Memorandum submission.
She was selected for her new position, in part, because of her proven and careful coordination with Department of Defense and Federal agencies, the Department of State, U.S. embassies, and private industry regarding the funds required to support the Africa Center mission.
Having attended more than 15 Federally-sponsored courses of instruction in financial/resource management, Ms. Jackson is the recipient of numerous Exceptional Performance and Special Act/Service Awards.
