Recent large-scale hauls of Europe-bound cocaine in West Africa have prompted calls for enhanced counternarcotics efforts to stem a rising tide of destabilization. Yet sophisticated, resilient and effective West African organized crime syndicates have trafficked drugs globally for decades.
